SAR MODULAR Central Kitchen – Disaster Response Plan

Provide emergency nutritious meals during disasters when normal food supply chains are disrupted.

Ensure rapid deployment of Central Kitchens as part of SAR & Relief Operations.

Support both victims and first responders (SAR teams, medical teams, military, police, volunteers).

Purpose & Objectives

Natural Disasters: Earthquakes, tsunamis, floods, volcanic eruptions, hurricanes, landslides, wildfires.

Man-Made Disasters: Building collapses, industrial accidents, transportation accidents, terrorist attacks.

Scope of Disasters

Phase 1 – Preparedness: Pre-stock food, train staff, coordinate with agencies.

Phase 2 – Response: Deploy mobile kitchens, distribute hot meals and ready-to-eat packs.

Phase 3 – Recovery: Scale up production, transition to community meal programs.

Operational Framework

Menu Planning

Standard Hot Meals: Rice, vegetables, egg/tofu/tempeh, chicken/fish.

RTE Packs: High-protein biscuits, instant porridge, noodle cups, canned sardines.

Special Needs: Baby food, elderly-friendly meals, medical diets.

Capacity & Scalability

One Central Kitchen: 3,000 meals/day (baseline).

Emergency Surge: 10,000 meals/day with mobile units.

Network of Kitchens: 10 kitchens = 30,000 meals/day capacity.

Land Size Recommendation

Baseline: 10m x 20m = 200 m²; Expansion: 20m x 20m = 400 m².
